HCDC Mission
Founded in 2009, HCDC is dedicated to affordable housing, economic development and community capacity building on or near Hawaiian Home Lands. We believe that we must be active in creating the solutions to the challenges in our communities.
HCDC is led by a three-person executive team.
The HCDC nonprofit is governed by enrolled members of the SCHHA, representing each of the island regions or Mokupuni of our Tribal Lands.
LILIA KAPUNIAI
Director and Chair – Representing the SCHHA Mokupuni of Oahu
Director Kapuniai is a member of her local HBA where she resides on Hawaiian Home Lands in Papakolea, Oahu. She is the executive director of the Papakolea Community Development Corporation and a principal in the nonprofit TiLeaf Group.
LIBERTA ALBAO
Director and Secretary/Treasurer – Representing the SCHHA Mokupuni of Kauai
Treasurer/Secretary Albao is a member of her HBA dedicated to over 29,000 native Hawaiians waiting for an allotment of Hawaiian Home Lands to reside, farm or ranch. She is a retired accountant and an avid genealogist residing on the island of Kauai.
Programs & Initiatives
Affordable Housing
HCDC develops Affordable Housing Rentals under its Permanently Affordable Rental Unit Strategy (PARUS) program and is currently delivering affordable rental units on Kauai and Maui.

Economic Development
HCDC builds and operates community facilities, social enterprises, and supports micro businesses on Hawaiian Home Lands. Currently, HCDC operates an open marketplace, youth center, campground, enterprise center, thrift shop, and café – all examples of its economic development strategies.

Capacity Building
HCDC provides capacity building support to HBAs through its fiscal sponsorship program, workforce development opportunities, youth leadership programming, job experiences at our social enterprises, and HBA experiential opportunities in the field of community development.
